STAFF REVIEW OF OI REPORTS RELATED TO TMI-1 RESTART As requested by the Commission, the staff will have completed a preliminary review of the 01 Investigation Reports now available to us and will be prepared to make an oral presentation at the April 26, 1984 Commission meeting. Staff will also be prepared to make an oral presentation on May 22 on a preliminary review of those additional 0I investigations related to the TMI-l restart decision which are completed by May 15.
In line with the approach described in my July 15, 1983 memorandum to the Commission, we will continue our earlier plans for a thorough review of all the OI reports relating to management integrity before reaching a final decision on this TMI-1 restart issue. To assist us in formulating'our position it would be preferable to have the utility and other parties respond first rather than to have the staff respond without benefit of others' views.
By incorporating their views, staff can present a complete picture, consistent with the intent of current regulations in 10 CFR Part 2 which provide for staff responses and filings after the responses of other parties.
