SUBJECT:
NUCLEAR POWERPLANT OPERATOR EXPERIENCE I an deeply troubled by OGC's April 6,1984 response to Commissioner Gilinsky regarding licensed reactor operator examinations, which concludes that the staff's interpretation of 10 CFR section 55.25(b) appears to centradict the plain meaning of the regulation.
It seems to me that 0GC's conclusion potentially calls into question the validity of a number of reactor licenses for NT0L plants that were issued to individuals without extensive actual operating experience at a comparable reactor.
OGC's analysis has implications both for the licensing of these NT0L's, including Diablo Canyon, and for the Commission's response to the indus-try's operator experience prcposal.
I therefore strongly suggest that we e
have a meeting this Thursday at 10:00 a.m. to discuss the subject. At a minimum, we should not go into a meeting te vote on lifting the suspension of the icw-power license for Diablo Canyon until we have resolved the c,uestion of the validity of the reactor operator licenses that have been issued for that plant.
