The Commission discussed the merits of the May 7 oral argument regarding the applicability of the General Design Criteria (in particular GDC 17). to the proposal of the Long Island Lighting Company to operate the Shoreham facility at low power.
.The Commission took.no action and made no requests of its staff.
(A continuation meeting on this subject is scheduled for 2:00 p.m.,
Thursday, May 10, 1984.)

The Commission agreed to continue the discussion on Friday, May 11.

The Commission discussed a proposal to vacate an as yet unissued Order that the Commission approved on Thursday, April 26, 1984 and to issue a new order that would, inter alia provide for oral argument on whether GDC 17 is applicable to low power operation.
The Commission, by a vote of 4-0 (Commissioner Roberts disapproving)', agreed to notify the parties that the Commission has vacated its April 26 order and that a further order of the Commission would be forthcoming on Monday, April 30.
The Commission also discussed, but did not take final action on, correspondence from Congressman Markey.
(Subsequently, as directed at the meeting, the Office of the General Counsel telephoned the parties to inform them of the Commission's action.
Additionally, on April 30 the Commission issued a revised Shoreham Order.)

Pursuant to the Government in Sunshine Act the Commission voted 5-0 to hold this meeting on short notice.
The Commission also voted 3-2 (Commissioners Gilinsky and Asselstine dissenting) to hold the meeting in closed session.
The Commission discussed an April 24 letter from Rep.
Markey regarding the Shoreham proceeding and requesting several Commission documents.
The Commission, by a vote of 3-2 (Commissioners Gilinsky and Asselstine dissenting),
decided not to provide the transcript of the Commission's April 23 meeting and the April 2, 1984 OGC memorandum.
The Commission agreed that individual Commissioners should decide whether to make available memoranda that they authored.
