SUBJECT:

BRIEFING TO COMMISSIONER GILINSKY REGARDING NRR STAFF VIEWS OF KU0SHENG NUCLEAR STATION 4

On February 14, 1984, members of NRR briefed Comissioner Gilinsky on the Kuosheng Nuclear Station based on recent visits to the plant. The staff mentioned a detailed trip report prepared by Mr. R. Bernero, Director, 4

Accident Source Term Program Office based on a visit in September 1983 to review operational exper.ience. A copy of this report was being provided to Cemissioner Gilinsky's office and is also attached.

The staff discussed with Comissioner Gilinsky a number of problems mostly related to the A/E balance of plant design.

Highlighted were design problems associated with an undersized suppression pool cleanup system, the under-capacity of the steam jet air ejector, and instances of water hamer associated with opening of safety relief valves. The staff also noted that the Kuosheng Station is equipped with diesels manufactured by Transamerica Delaval Inc. (TDI) and that they had experienced operating problems typical of other TDI diesels.

The staff briefly discussed the technical exchange agreement between the Taiwan Power Company and Middle South Energy, Inc. and its agent, Mississippi Power and Light (MP&L), for application to the Grand Gulf facility. A copy of an MP&L letter to the staff describing the communication channels used and types of information which has been obtained through this agreement was provided to Commissioner Gilinsky and is attached.
