Control of Low Hydrogen, Covered, Arc-Welding Electrodes at Palo Veroe Units Nos.1, 2, and 3 Our inspection of the Palo Verde Units 1, 2, and 3 on January 16-20, 1978 found that the constructor, Bechtel Co poration, has established two weld red control systems. One system meets the requirements of AWS D1.1 and is being used for structural welding and ccntainment liner welding. This system is consistent with the NRC position on moisture control for low hydrogen covered arc-welding electrodes and was apparently i

initiated in response to our December 8,1977 letter on the same subject.

A second system is being used for all ASME code welding (except con-tainment liner welding) in accordance with Section III, Division I of the ASME Boiler and Pressure Vessel Code.

However, since the components being welded per the ASME code are as equally important to safety as those being welded per the AWS code, we are concerned that your Con-structor's interpretation of the ASME code is less stringent than the AWS code in the area of moisture control for low hydrogen covered arc-welding electrodes.

It is our position that, in order to maintain the same high level of assurance that all systems important to safety will perfonn their required function, the moisture controls of all low hydrogen covered arc-welding electrodes used on safety related systems and structures should conform to the NRC position provided in our December 8,1977 letter of this subject.
