Dear Mr. Kirschenmann:

Encicted for your review are several documents that should be useful to you in your work for NRC on the Long-Term Review (LTR) of quality assurance.

The first document is a draft description of a format for the team reports fcr the site visi s conducted as part of the LTR.

I would like you to use this as an input into your thinking regarding the development of an assessment methodoiocy fcr the site visit activities of the LTR.

Poney for the contracts for PHL and EG&G support to fRC for the site visits was officially obligated by September 30, 1982, cr,d centractually you are new in the planning mode of the site visit task.

Given that you have twenty days to cevelop an assessment plan, I propose a meeting of the involved PfL and EG&G staff members with me the week of October 25 or f:ovember 1.

The meetinc would be for approximately two days and would be held either at Battelle Pf L or at EGEG Idaho.

I will inform you more preciseiy of the arrangements as the details are firmed up.

At this meeting, I would like for you to be prepared to discuss ideas you have fcr the cther tasks identified for the LTR.

I would like to start work on then as soon as is feasible.

As I have discussed with you on the phone, we are examining the possibility of using " mixed" teams for the site visits - that is, the teams would centain representatives from both EG&G and Battelle, and possibly some private con-sultants.

Such an arrangement would permit me to tailor a team to each specific site and optimize the various talents and specialties available for this effort.
