ECCS' Surveillance (Item 344)

Background

In a letter dated April 11, 1984, from J.

P. McGaughy to H.

R. Denton, Mississippi Power & Light Company (the licensee) requested a change to the technical specifications for Grand Gulf Nuclear Station Unit 1.

The requested change is to sur-veillands requirement 4. 5.1. b a nd increases the total head wh i c h m u,s.t be developed at a specified flow rate to demonstrate operability of the LPCS, LPCIr and HPCS pumps.

Safety Evaluation The proposed change is more conservative than the original

specification in that it requires a higher developed head for each pump at the same flow rate.

The higher head would allow earlier injection into the-reactor vessel in the event of a loss-of-coolant accident.

The licensee has stated that the proposed change accounts for ECC system design flow require-ments and system losses.

. We have compared the proposed specification to the flow vs.

head assumptions used in the ECCS analyses.

This indicates q

that system losses have been accounted for in the specification.

The changes proposed constitute a more stringent limitation than is presently included in the technical specifications and arer therefore, more conservative.

The proposed changes do not:

Involve a significant increase in the probability or consequences of an accident previously evaluated; or 2.

Create the possibility of a new or different kind of accident frca any accident'previously evaluated; or 3.

I n v o l.v e a significant reduction in a margin of safety.
