GRAND GULF TECHNICAL SPECIFICATION REVIEW Mississippi Power & Light (MPAL) (the licensee) has completed a comprehensive review of Technical Specifications to find inconsistencies between the GGNS Technical Specifications (TS) and the FSAR, SER and the as-built plant.

Results were presented in a meeting with NRC staff on April 4, 1984.

My letter of March 7 placed a high priority on the review by the NRC staff of proposed changes to TS submitted by letters which had not yet been reviewed by NRC staff. These have been assigned TAC Nos, and are currently under review by applicable branches.

In addition, a brief 2-day review of 248 applicable problem areas identified prior to the MP8L comprehensive TS review described in the March 9, 1984 meeting was requested to identify TS problem areas that should be resolved prior to exceeding 5% power.

This memo requests a review of the updated and new problem sheets provided in the April 4, 1984 meeting.

The problems sheets, and a matrix summarizing results of the comprehensive review has been provided to ICSB, CSB, RSB, CPB, PSB, and ASB.

These six branches should review the TS problem areas applicable to that branch to:

1.

Identify TS problem areas that should be resolved prior to the next criticality under the existing low power license.

2.

For each such problem area be prepared to discuss with the licensee a change to the TS that would be acceptable to the staff.

The technical basis for acceptability should be stated.

The branches in DE and DHFS have a few TS prob 1cm areas applicable to their review area responsibility.

These will he provided to the branches on an individual basis by the LPM, L. Kintner. These problems sheets should be evaluated to determine if they are needed for operation under the low power f

license. All branches should also identify TS changes resulting from their i

recent review of GGTS versus FSAR and SER, which are not included in the MPAL j

problem sheets and which they believe are needed for restart to operate under the present low power license. identifies those problem areas the licensee has stated as needing restlution prior to restart.
