SUBJECT:
GRAND GULF NUCLEAR STATION UNIT 1, TECHNICAL SPECIFICATION CHANGES, ADMINISTRATIVE CONTROLS (TAC No. 54344 and 52368)
By letters dated September 9,1983, and January 18, 1984, the licensee requested certain changes to Section 6 Administrative Controls of the Grand Gulf Technical Specifications. Our review of these two letters indicates that the September 9,1983 request has been mooted by the January 18, 1984 request. Therefore, our enclosed evaluation relates to the latter submittal.
We have found that two of the three proposed changes are unacceptable, as discussed in the enclosure. Also enclosed is our SALP evaluation pertaining to this change request.
This evaluation was performed by R. Benedict. There are no known dissenting professional opinions related to this review.

i ENCLOSURE 1 SAFETY EVALUATION RELATED TO PROPOSED CHANGES TO TECHNICAL SPECIFICATIONS GRAND GULF NUCLEAR STATION DOCKET N0. 50-416 By letter dated January 18, 1984, the licensee proposed certain changes to Section 6 Administrative Controls of the Grand Gulf Technical Specifications.
The Licensee Qualifications Branch evaluation of the proposed changes is given below.
1.
The proposed change to Specification 6.2.3.4 is acceptable because it is a title change only.
2.
The proposed changes to Specification 6.5.1.2 are acceptable except for the addition, to the Plant Safety Review Committee, of the Technical Engineering Supervisor and the Reactor Engineering Supervisor. The acceptable changes are merely changes in position titles.
The two additional supervisors are not identified as to their positions in the reporting chain of the plant organization (see our evaluation of the proposed change to Figure 6.2.2-1, below). Furthermore, the quorun requirements of Specification 6.5.1.5 would have to be increased by one to consist of the Chairman or Vice Chairman and five members including alternates.
3.
The proposed change to Figure 6.2.2-1 is unacceptable because it would delete positions below the superintendent level. The deletions would include the Technical Engineering Supervisor and the Reactor Engineering Supervisor, who both report to the Technical Support Superintendent and who are both proposed as additional members of the PSRC (see our evaluation of the proposed change to Specification 6.5.1.2, above).
The proposed deletions would also include all positions reporting to the Operations Superintendent, to the Maintenance Superintendent, and to the Chemistry / Radiation Controls Superintendent.

Management involvement in assuring quality The licensee has proposed some of the present changes in earlier submittals. However, the licensee has not noted this in the present submittal (with one minor exception) and appears to keep resubmitting the sane and new changes without indicating supersedence.
Rating: Category 3 2.
Approach to resolution of technical issues from a safety standpoint The licensee, as is typical with other licensees, did not provide justification for each individual proposed change, only a broad statement to the effect that "this change will make our management job easier."
Rating: Category 2.
