Pre-Award Survey, Tavitation for Bids No. SECY-84-327 Entitled " Stenographic Reporting Services in the Washington, D.C. Metropolitan Area" Your fim, with a total bid amount of $187,167.50 for our estimated first

' year requirements, is the second low bidder under the above solicitation.

As you are aware, the U.S. Nuclear Regulatory Comission (NRC) is required by regulation to make a detemination of responsibility of the prospective contractor before award can b= made. A responsibility check of the first low bidder, SKS Group. Ltd., was initiated 1sumediately following opening of bids. . As of this date, there is still some question as to whether award can be made to the fim.

~ Since Free State Reporting Inc. is the second low bidder, a simultaneous review of your fim's responsibility is being conducted to facilitate an -

award under the solicitation prior to expiration of our current contract for these services on May 15, 1984. Confiming your telephone cohversations with Mrs. Kat'ayn Davis of my staff on May 2 and 3,1984, a pre-award survey of you facilities will be conducted on May 4,1984. The NRC members participating in the survey are listed below. They plan to arrive at your office at 10:00 a.m.

o Discussion of experience in the stenographic reporting business, both current and past. Since the subject matter to be recorded

' for NRC is very complex and of a highly technical nature, experience in recording these type proceedings should be emphasized. Provide sample transcripts.

o- Organizational charts showing size of Free State Reporting, Inc.

and lines of authority. Describe operational. control procedures and quality assurance program, to include the Free State training program.-

o List of personnel, equipment, and facilities to support the proposed contract effort. For those not currently available, show ability to obtain them by May 15, 1984. Personnel. listing must indicate name, position held, and background of. individuals to be

' assigned to the NRC contract. Since " direct reporting" cannot be used for ACRS and Commission meetings (Article I.B.3.c., page 27-of the IFB) list those Free State. reporters who are qualified as stenomask reporters and who will report these proceedings.

o Provide brief discussion on how Free State intends to produce the ~

electronic " floppy disk" record of proceedings required by Article

'I.B.3.k. page 31, of the IFB. If floppy disks are to be subcontracted, ,

provide evidence of subcontractor commitment.

o Provide information regarding all current and projected business

'. commitments, both Government and comercial. List of comitments should include agency or organization to whom comitted, contract number and period, dollar value, and the name and telephone number of both the Contract Administrator and the technical point of contact.

l o Financial Data: Audited financial statement, i.e., balance sheets -

E and profit and loss statements, financial history, cash flow forecasts

! and cognizant Government audit agency, if any. Your cash flow l statements must indicate compliance with the provisions of the Service Contract Act and payments to employees in accordance with i Department of Labor Wage Determination No.76-553 (Rev. 7), Attachment No. 5 of the solicitation (reference Article VII, Q., page 43 of the IFB).

-o Statement regarding perfomance, past or present, of classified Government contracts, existence of facility security clearance, level of classification, and cognizant security office. The listing of personnel requested above should be annotated to show whether the individual has (or had) a security clearance, highest classification level and granting agency.

o Written statement or commitment concerning subcontracting arrange-ments. Determination of the responsibility of subcontractors is the responsibility of the prospective prime contractor. Please furnish evidence of responsibility for all proposed subcontractors for our review (reference Article VII, P., page 43 of the IFB).

o Confirmation of total bid prices for the basic and option years and specific amounts for the following line items:
