Invitation for 81d SECY-84-327 entitled " Stenographic Reporting Services in the Washington D.C. Metropolitan Area" Your fim, with a total bid amount of $166,677.25 for our estimated first year i

requirements, is the low bidder under the above solicitation. Prior to award, l

the U.S. Nuclear Regulatory Comission (NRC) is required by the Federal Procure-ment Regulations to make a determination of responsibility of the prospective contractor. To assist us in making this detensination, it is requested that the follaming data be submitted to NRC by noon March 26, 1984:

l a.

Discussion of your experience in the stenographic reporting business, both current and past; furnish the names and addresses of Government and/or commercial firms and their respective contracts as well as samples of the work.

i Since the subject matter to be recorded for NRC is very complex and of a highly l

technical nature, your experience in recording these type proceedings should be emphasized.

b.

Organizational charts showing lines of authority. Describe operational control procedures and quality assurance program, to include SKS training program.

c.

List of Personnel, equipment and facilities to support the proposed effort or the ability to obtain them. Personnel listing must indicate name, posi-tion held and background of individuals to be assigned to the NRC contract.

If personnel are not currently employed, evidence of their commitment to SKS must be furnished. Since " direct reporting" cannot be used for ACRS and Cannission meetings (Article I.B.3.c., page 27 of the IFB), indicate who will report these proceedings and the reporting method to be used.

whom couaitted, contract number and period, dollar value, and the name and telephone nus6er of both the contract adninistrator and the technical point of contact. This information may be submitted in conjunction with data requested in paragraph a. above.

if any. Detemination of the responsibility of subcontractors is the responsi-bility of the prospective prime contractor.

Please furnish written evidence of responsibility for all proposed subcontractors for our review (referorce Article VII, P., page 43, of the IFB).

Although not significantly out of line with other bidders so as to provide notice cf a mistake in bid, you are requested to review your bid and verify the bid price.

If a mistake has been made, please contact me imediately.

Please also confinn the extended amount for Itern No. 5 (a)11, of the option year requirements. Assuming the unit price is correct, the extended amount is $472.50, thereby changing the total bid amount for the option year to $201,465.50.

Confirming the discussion between Mr. Kroll and Mrs. Kathryn Davis of sty staff on March 15,1984, we are proceeding with the detemination of responsibility in face cf the protest filed by Tayloe Associates with the General Accounting Office. We have tentatively scheduled a pre-award survey of your facilities for April 3,1984 if that date is convenient to you.
