i In accordance with your November 30, 1983 memorandum to the Dimetor.
p Division of Contracts, please forward a Request for Procurement Action l
(RFPA) for the Washington area stenographic reporting requirements to L
me by December 16, 1983. To avoid any delay in initiation of the procurement process, your RFPA should include the following items:
i a.
A draft statament of work.

b.
A listing of the services required for a two year period I
with a Government estimate detailing the estimated pages l;
and price for each category dest ted.
p c.
Your letter designating a Panel hairperson and technical members of the Source Evaluation Panel.
Copies of the prior Request for Proposal and Contract NRC-17-83-399, the existing contract are attached to assist you in developing the above requimments. As we plan to issue an Invitation for Bids, evaluation criteria are not required as a part of your documentation submission.
By copy of this memorandum, NRC organizations curmntly using contract stenographic reporting services in the Washington area are notified of the immediate need to define and sularit their new in-toun requirements

2-Samuel Chilk In view of the procurement history in soliciting for these services and the impending expiration of the current centract on March 15, 1934, vetust be prepared to encounter problems and resultant delays during the evaluation process. We are fully aware of HRC's need for this vital s::rvice and are prepared to provide full support to avoid any interruption to the services. To this end, I have designated Mrs. Kathryn Davis of r.;y staff as the cognizant contract negotiator for this requiremnt.
