SUMMARY

OF MEETING ON APRIL 29, 1983 WITH PROJECT OFFICERS I

FOR CONTRACT N0. NRC-17-83-399 WITH TAYL0E ASSOCIATES ATTENDEES: Patricia Sullivan, Project Officer, SECY Patricia Wilder, Project Officer, ASLBP Doris Moran, Project Officer, ASLBP Charles Fitti, ASLBP Patricia Smith, Contracting Officer Teresa McLearen, Contract Administrator The items discussed during this meeting were:

I. Invoices-On 'l'a'te deliveries, the Contractor has been billing as if the transcripts had been delivered on time and we have been adjusting

- the invoices to the correct rate. We will no longer do this adjusting.

-Invoices billed at wrong rates will be disallowed and the Contractor will have to rebill at the correct rate.

The' Contract ~ Administrator requested the Project Officers to attach copies of the transmittal sheets when they sign off on the 292 accompanying the invoices. They-agreed. .

A discussion was held on the procedures for calculating when a transcript is delivered late.

II. Late Deliveries The importance of signing the transmittal sheets with the time and date of actual delivery of the transcript was stressed to the Project Officers. Since daily delivery requires receipt by 8:15 a.m. on the day due, a transcript received later than 8:15 a.m. would be considered a day late.

.There have been instances where the transcripts were delivered without a transmittal. sheet. In such cases, the Project Officer should sign a receipt so that we will have a record of the time and date of delivery. -

The Project Officers confirmed that if a delivery were late in the field they would be notified. There have been no reported late deliveries in the . field.

.  ! V III. Correspondence to the Contractor Re Rejection or Problems with Deliverables

The ProjectI0fficers were reminded that if' problems arise with' the

- deliverables they, as C0AR's, should initiate. correspondence to the .

-.C6ntractor outlining the' problem, with a copy to the Contract  !

Administrator.

A discussion 'was held on the advisability of developing a form letter

for rejections 'or notification to the Contractor.of late -deliveries.

'The Contract Administrator will draft a form letter and send it to the Project Officers for comment.

LIV. ASLBP Project Officers There are two Project Officers for the ASLBP portion of this contract.

.The Contract Administrator requested clarification as to the duties assigned to each. It was explained that Doris Moran checks the invoices and rscommends payment 6r nonpayment, while Patricia Wilder receives and processes the transcripts, this would. include rejection of deliverables.
