- y Enclosed is the resolution plan for PDI.1 Itcense Amendments greater than two years old.
' is a chronological listing of scheduled completion dates for 21 of i
the 23 license amendments. Enclosure 2 is a summary of actions, broken down by plant, that we will take to complete 21 of the 23 items by June 1.1989. contains the detailed status and completion schedule of each of the listed amendnents.
Two TACS associated with EPZ Reduction for Calvert Cliffs 1/2 will not be closed out by June 1, 1989.
As discussed in Enclosure 3, an agreement between NRC and RGAE to keep these TACS open but inactive was made on February 25, 1988.
Unless directed otherwise, ! intend to take no further action on these items.
One additional amenenent (TAC 61632 FitzPatrick Control Room Hability TS) may not be completed by June 1. 1989.
The licensee has not yet submitted the amendment. Although the licensee will attempt to submit the amendment by mid to late April 1989, the 30 day waiting period for the Sho11y may be the critical path item.

60175/60176 EPZ REDUCTION PRIORITY: 4 CATEGORY: 2 (PM)
COMPLETION SCHEDULE: None Amendment deals with reducing EPZ from 10 miles to 2 miles.
During a 02/25/88 meeting between the EDO. the Director. NRR and BG&E the licensee requested that NRC defer the review of the EPZ reduction issue but keep it as an active application.
The NRC agreed to this proposal.
Letter to BG&E of 04/11/88, documents meeting and agreement.
Issue will remain on inventory with no active review.

Previously, you were notified by our letter of February 14. 1986 that NRC staff review of your applications for emergency planning zor.e reduction (EPZ), dated November 18. 1985 and January 10. 1986, would be deferred untti final publication l
of NUREG-0956. " Reassessment of the Technical Bases for Estimating Source Terms."
l Prior to the final publication of NUREG-0956, which occurred in July 1986, the NRC staff determined that review of these requests could not occur until cospletion 3
of the NRC's study of severe accident issues which will be captured in NUREG-1150
" Reactor Risk Document."
Subsequently in your discussion of February 25, 1988 with Mr. V. Ste11o. Jr..
Executive Director for Operations, and Dr. Y. Murley Director. Office of Nuclear Reactor Regulation, you requested NRC deferral of our review of the l
l EPZ reduction issue with its retention as an active application. This request was based upon manpower requirements currently required for higher priority tasks which could have been adversely impacted by an ongoing NitC review of i
these EPZ reduction applications.

The NRC staff concurs in the deferral of this review as significant effort is still necessary to couplete the NRC study of severe accident issues. Consequently.
these EPZ reduction requests shall remain on the Calvert Cliffs active docket file, j
but no future NRC staff review efforts shall be expended upon these recuests until j
you provide notice to the NRC that you desire to reactivate this review.
