FIRE PROTECTION TECHNICAL SPECIFICATION AMENDMENT j

CALVERT CLIFFS NUCLEAR POWER PLANT, UNITS 1 AND 2 1

(TAC NOS. 64598 AND 64599)

1.0 INTRODUCTION

By letter dated January 20, 1987, the licensee requested approval of an amendment to the plant technical specifications..The proposed changes involve j

increasing the surveillance frequencies of certain fire protection features from the current 18 months or 3 years to at least once per refueling interval.

i 2.0 DISCUSSION The licensee has implemented 24 month refueling cycles. The proposed amendment will change the interval for performing four surveillance i

requirements. Two of the surveillance requirements will be changed from "at least once per 18 months" to "at least once per refueling interval." These pertain to cycling two valves which are located within containment to verify i

an operable flow path and to inspect and test certain fire hose stations in containment.

i Other surveillance requirements will be changed from "at least once_ per three years" to "at least once per refueling interval." These pertain to conducting a flow test of the fire water distribution system.

In addition, the licensee proposes to delete the requirement to demonstrate fire pump diesel engine operability "during shutdown." The tests will, instead, be performed during plant operation.

Finally, the licensee' proposes to delete requirements to surveil "non-testable" valves associated with spray / sprinkler systems' since all such valves are testable during plant operation.

3.0 EVALUATION l

The plant technical specifications were originally written to enable certain surveillances to be accomplished during refueling outages to minimize operator exposure to'high levels of radiation. With the extension of the licensee's refueling interval to 24 months, surveillances of components within containment need to be extended. The new surveillance frequencies of the above-referenced fire protection features conform with the guidance continued in National Fire Protection Association Standards Nos.13A and 1962. The staff concludes, therefore, that the increase in surveillance intervals will not significantly reduce the reliability of these fire protection systems.

The licensee's proposal to change'the other surveillance intervals, covered by this amendment, from once per three years to once per refueling interval is 9608050049 960731 PDR FOIA I

' more conservative than the (xisting technical specifications and is, therefore, acceptable.

The remaining changes to the technical specification have been made in order to assure consistency with actual plant design or operation. These changes have no significant impact on plant safety and are, therefore, acceptable.

4.0 CONCLUSION

Based on this evaluation, the staff concludes that the proposed amendment is acceptable.

Management Involvement in Assuring Quality Throughout the last year of the review process, the licensee's activities exhibited evidence of prior planning and assignment of priorities. Decisions were usually made at a level that ensured adequate management review. Management was aware of the importance of fire protection and took steps to see that our review went well Rating: 2 2.

Approach to Resolution of Technical Issues from a Safety Standpoint In the documents submitted in conjunction with the resolution of fire protection issues, the licensee's representatives displayed a clear understanding of our concerns with the level of fire protection. The. licensee's additional fire protection comitments revealed a conservative approach toward fire safety.

Responsive to NRC Initiatives The licensee provided timely written and oral responses to our requests for information. Most of the proposals offered to resolve our fire protection concerns were viable.
