Complete The Reactor Systems Branch has prepared the enclosed evaluation of the request by Raltimore Gas & Electric Company to reload and operate Calvert Cliffs Unit I for Cycle 10. The evaluation also covers the proposed Technical Specification modifications.

Cycle 10 will be the first 24-month cycle reload core for Unit 1.
Ca lvert Cliffs Unit 2 Cycle 8, which is currently in operation, was the first Calvert Cliffs unit to operate for a 74-month cycle and is used as the reference cycle for Unit 1 Cycle 10.
Four of the fresh reload fuel assemblies constituting the Cycle 10 reload core have been manufactured by Advanced Nuclear Fuels' Corporation (ANF) and will co-reside with the remaining Combustion Engineering (CE) fuel assemblies to serve as demonstration lead assemblies. These four ANF assemblies will enable an assessment of ANF fuel for possible use in future core reloads at Calvert Cliffs.
One of the proposed Technical Specification changes recuested an increase in the positive value of moderator temperature coefficient (MTC) in order to acconinodate a 24-month operating cycle. The staff has previously expressed t
concern about the positive MTC effect on the generic ATWS assumptions. The CE

Eh R. A. Capra 1 Owners Group has presented information to the staff on this issue. The preliminary staff review is that CE Owners Group information supports the conclusion that the ATWS MTC analysis basis has not been adversely impacted by such positive MTC Technical Specification changes.
For the interim period, BG&E has committed to a negative MTC at hot full power, equilibrium xenon conditions. This is acceptable to the staff.
A SALP input is also enclosed. This completes the staff's effort on TAC No.
