The Instrumentation and Control Systems Branch (ICSB) has completed its review of conformance of the Calvert Cliffs Units 142 design to the mquirements of the 3

l ATWS Rule. The ATWS Rule requirements for Combustion Engineering (CE) plants such as Calvert Cliffs require the installation of a diverse scram system (DSS),

diverse circuitry for initiation of turbine trip (DAFW. The ICSB review has(DTT, and j

for actuation of the auxiliary feedwater system i

concluded that the DSS, DTT and DAFW modifications at Calvert Cliffs to achieve conformance with the ATWS Rule requirements are acceptable as discussed in.the enclosed safety evaluation report.

It should be noted that the staff,is currently evaluating the need for technical specification operability and surveillance requirements for ATWS equipment. The results of the staff i

evaluation will be made available upon completion. Installation and o mration of ATWS equipment should not be delayed pending the outcome of the tecwitcal specification evaluation.

The ICS8's evaluation of licensee perfomance (SALP input) is also enclosed.
