Dear Mr. Butler:

NUREG-0737. THI Action Plan Item I.C.7, entitled "NSSS Vendor Review of Procedures", states that Operating License Applicanto are required to obtain reactor vendor review of their low-power, power-ascension and Emergency Operating Procedures (EOPs) as a furthe;r ,

verification of their adequacy. The purpose of this letter is to confirm the processes by which these reviews have been or will be accomplished, per the request of Mr. Byron Siegel, NRC Clinton Licensing Project Manager.

General Electric's (GE) review of the Clinton Power Station (GPS)

E0Ps and all supporting documentation has been completed and is docu-manted in two summary letters to Illinois Power (IP) (GE- Letters IP-2464, dated 10/30/84, and IP-2501, dated 12/20/84). IP is currently in the process of responding to and resolving these E0P comments from GE. All GE comments will be resolved in a timeframe supportive of the Emergency Responso Capability Implementation Plan (ERCIP) schedule for final upgraded E0Ps (i.e. , by July, 1985).

The remaining portion of this TMI Action Plan Item relates to CE's review of CPS low-power and power-ascension test procedures. These procedures are developed in accordance with the CPS Startup Manual. The Startup Phase Test Program governs the review and approval of these Startup Test Procedures (STPs). CPS Startup Manual Chapter 5, Section 5.3.4, identifies CE as a reviewer of the STPs. Chapter 9 of the Startup Manual describes those activities, and the CE interface involved, that will take place during the startup phase. Finally, Attachment F of Startup Administrative Procedure #14 (entitled " Test Procedure Development") indicates that CE Operations signs each STP as

" Recommended for Approval" prior to procedure impicmentation. The development and review of STPs is currently an on-going process.

.. The TML Item I.C.7 implementation processes described above have been previously reviewed and approved.by the Staff as noted in CPS

-Safety Evaluation Report (NUREG-0853) Section 13.6.3. Illinois Power considers the information contained herein complete and adequate to provide confirmation that the requirements of TMI Action Plan Item I.C.7 have been implemented.
