1. Under date of September 8, 1983, the Hampton Beach Area Chamber of Commerce (HBACC) filed a document denominated a " Request to be heard on Participation by a person, not a party for Licensing Proceedings Pursuant to 2.715-43FR17798C".

2. HBACC is neither a state, county, municipality or an agency thereof; it is, rather, a private association. See Original Petition to Intervene of CCCNH (HBAC'a predecessor) 1I (Nov. 11, 1981).
