On November 24, 1982 the Supply System notified your office of a potential 10CFR50.55(e) deficiency concerning the subject con-dition. Attached is a Supply System approved interim report that provides a description of the problem and status of corrective actions taken.

A final report will be submitted to your office by March 11, 1983.

STRUCTURAL WELDS - FAILURE TO MEET AWS MINIMUM WELD SIZE REQUIREMENTS (D/N #47)

Description of the Problem

, J. A. Jones (installation contractor) welded 50 clip-to-embed connections in accordance with four CB&I drawings that specified a 1/4" fillet weld.

CB&I subsequently revised the drawings to require a 5/16" fillet weld.

The 1/4" welds were not in accordance with the minimum fillet weld size requirements of AWS Dl.1, Table 2.7.

In addition to the undersized weld problem, it was found that, contrary to the requirements of AWS D1.1, nine (9) additional connections were welded to 1.5" thick embed plates with multipass welds without preheat.

It has been determined that the problems detailed above potentially affect all WNP-3 contractors who have performed fillet welding to Quality Class I structural steel.

Approach to Resolution of the Problem Fillet welds smaller than those listed in AWS Dl.1 Table 2.7 may be used l provided they are qualified by the contractor in accordance with Section 5 of AWS Dl.l. Therefore, to assure fillet welds are in compliance with the Structural Welding Code, all contractors who havemade or will make fillet welds to structural members (beams, columns, embeds, etc.) were directed to perform qualificaticn testing. To assure all field weld (worst case) conditions are covered, the qualification testing will incorporate the following restrictions:

e Themgximumtemperatureoftheplatesimmediatelypriortoweldingshall be 50 F.

! e Both plates shall be 3/4" thick minimum, e A 3/16" single pass fillet shall be deposited on one side of the joint.

A three pass 5/16" fillet shall be deposited on the other side after the coupon has been re-cooled or on another coupon.

e The coupon plates shall be restrained to prevent any movement during welding.

e Test coupons shall be made for each electrode diameter and welding position used in production.

Page 2 Approach to Resolution of the Problem (Continued) e All parameters of the WPS shall be followed and the amperage shall be in the lower half of the range allowed on the WPS.

Status of Proposed Resolution The contractors are presently in the process of performing the tests and l qualifying their fillet weld procedures as previously described above. It is anticipated that this action will be completed by January 31, 1983.

Reasons Why the Final Report Will Be Delayed The final report will be delayed as a result of the time required to per-form the qualification testing, submit procedure qualification records and Ebasco review and approve the procedure qualification records.

Date of Final Report l The final report which will include an analysis of the safety implications, will be submitted upon receipt and approval of the procedure qualification records. Anticipated date of the submittal of the final report is March 11, 1983.
