Letter (G03-87-146), Mr. P. D. Olson to U. S. Nuclear Regulatory Commission, same subject, dated May 15, 1987.

The referenced letter confirmed a verbal request for a two week extension to May 27,1987 for submittal of the Interim / Final Report on the subject deficiency.

The engineering analysis of the deficiency has been completed. Based on the results of the analysis, it has been determined that the subject condition is not reportable per 10CFR50.55(e). Attached is the Supply System's approved Final Report.

WASHINGTON PUBLIC POWER SUPPLY SYSTEM NUCLEAR PROJECT #3 FINAL REPORT ASME SECTION III ACTIVE VALVES-NATURAL FREQUENCY

. DEVIATION / NONCOMPLIANCE NY-QA-8/MAY 26, 1987 Introduction This final report is submitted pursuant to 10CFR50.55(e) . It concerns the evaluation of natural . frequency of fourteen (14) ASME Section III Active Valves supplied by Atwood .and Morrill. This noncompliance involves a dis-crepancy relative to the valve natural frequency contained within the vendor submitted documentation. Engineering identified this discrepancy during a planned engineering review of this documentation, therefore, the problem has been determined to be not Reportable.

Discription of the Problem The initial stress analysis of the feed water, safety injection and chemical volune and control lines-relative to the valves supplied by Atwood & Nbrrill has assumed that the valves' natural frequencies are above 33Hz as required by the design specification. This frequency was confirmed by analysis in

-the Atwood & Morrill Design / Seismic Reports. However, Operability Reports later submitted indicate natural frequencies are below 33Hz, as recorded during the tests.'

Ebasco Engineering discovered this frequency problem during their normal review process of the Vendor's Operability Test report. Per Engineering procedures, vendor submittals are reviewed to determine their compliance with the contract specification.

Corrective Action Final design for the piping systems containing these valves has not been completed . -Prior to completing the system final design, the valves and associated piping will be reanalysed and modified as necessary to assure performance requirements are satisfied or replacenent valves meeting the specification requirements will be procured.

This corrective action will be initiated af ter restart of Unit #3 Engineering activity.
