l I. SCOPE l This procedure describes the activities required to identify and document postulated interractions during walkdowns for the Spatial Systems Interaction Program / Seismic (SSIP/S).
II. RESPONSIBILITIES The Walkdown Team Leader shall be responsible for organizing and directing the walkdowns in accordance with this procedure and the Program Manual. The individual walkdown team members shall be responsible for the actual performance of the target walkdowns, walkdown results, interaction identifications, and documentation t
of walkdown results.
III. DEFINITIONS A. Program Manual " Program Manual: Spatial Systems Interaction Program / Seismic, Midland Energy Center," ~
Consumers Power Company, latest revision (Reference A).
B. Walkdown Team Leader - A Walkdown Team Member who does not represent one of the required walkdown team disciplines, and is responsible for uniform site evaluations in accordance with the Program Manual. The Walkdown Team Leader is also j the administrative coordinator for the walkdown and approves all walkdown documentation.
.C . Walkdown Team Member - A technically experienced engineer f rom either the civil / structural , mechanical or piping / pipe support discipline. A Walkdown Team Member shall have .
earned at least a bachelors degree in engineering, have at least 2 years of power plant design or analysis experience, and shall have successfully completed the requirements of the walkdown team member training as described in MGJEC Procedure No. 8301-WTP-2-0 (Reference B).
D. Source - Any component in the Midland plant which is not being inspected as a target. A source component may or may not be Q-listed or seismically qualified under other Midland programs.
i E. Target - A structure, system or component identified by the l Target List as being a safety-related component that is within the scope of the SSIP/S and thereby requires walkdown b....... . . . ..

F. Postulated Interaction -
The interaction of a source component with a target component as postulated by the Walkdown Team being caused by a seismically-induced failure or behavior of the source components.
G. All other definitions for terms used in this precedure are given in the Program Manual.

V. PROCEDURE
A. All target components that have been identified in the SSIP/S Target List shall be walked down and evaluated in accordance with this procedure and the Program Manual.
B. The minimum Walkdown Team composition shall be as follows:
- 1. Walkdown Team Leader
- 2. Walkdown Team Members

o Civil / Structural Discipline o Mechanical Discipline o Piping / Pipe Support Discipline C. A postulated interaction,can be initiated by any Walkdown Team Member regardless of the engineering discipline responsible for the design of either the source or target component (s).
D. All plant construction work shall be evaluated f or postulated interactions with target components in accordance with this procedure and Program Manual.
E. Postulated interactions are documented on an Interaction Identification Sheet (IIS) in accordance with MGJEC Procedure No. 8301-WTP-1-0 (Reference C).
F. The walkdown of target components consists of the following general steps:
- 1. A package of documentation is assembled for each room a
o 8301-WTP-3-0 Revision 2 Page 5 of 6 at the Midland Energy Center which contains target components. The contents of this room documentation package shall consist of "information only" drawings, component schedules or other data which facilitate the description and/or location of the target components in the room. This package is used by the walkdown team as an informative tool only. The SSIP/S Target List defines the specific target systems and components to be evaluated by the Walkdown Team.
- 2. The Walkdown Team examines each target component in each room, and postulates and documents on an IIS all seismically-induced physical interactions with source components. Physical interactions include target impact from source components, fluid loss, vibration, environmental effects, et.c. See Reference A for a full description of the interactions considered in the SSIP/
S.
- 3. The seismic behavior of source components within the room is first considered. Subsequent or concurrent wal kdowns shall document postulated interactions resulting from seismically-induced. failures in other rooms or areas of source components which could physically interact with the target component in

question (Intercompartmental Walkdown).
- 4. Seismically-induced source component behavior is assumed using engineering judgment and the Source Acceptance Criteria presented in Appendix K of Reference A. The Midland Energy Center SSE is assumed as the initiating seismic event. All credible postulated interactions which are identified through the utilization of the Source Acceptance Criteria and Program Exclusions of Reference A shall be documented by the Walkdown Team using the IIS. o
- 5. Once a credible postulated interaction has been identified, the IIS is completed in accordance with Reference C. The interaction resolution is handled at the time of walkdown identification in one of 2 ways:
o The interaction is resolved by the Walkdown Team as not resulting in sufficient damage to the target integrity or function through the use of prepared engineering criteria or guidelines, or by the engineering judgment of the Walkdown Team.
This resolution is documented on the IIS and !
requires no further engineering action (No Action I Necessary (NAN) resolution).

The Walkdown Team indicates a recommended resolution method on the IIS.
- 6. SSIP/S plant modifications require a Field Verification Walkdown in accordance with Appendix E of the Program Manual, to verify that the interaction has been resolved and that no new interactions have been created.
V. REQUIRED DOCUMENTATION .
A. IIS's shall be initiated by a Walkdown Team Member and approved by the Walkdown Team Leader. See Reference C.
B. SSIP/S Walkdown Summaries shall be prepared by the Wal kdown Team Leader, and shall include a descripticn of the targets and rooms inspected, and appended by the IIS's which were generated. The Walkdown Summaries shall be transmitted to CPCo for information only.
