Millstone Nuclear Power Station, Unit No. 2 Core Ooerating Limits Reoort - Revision 1 In a letter dated November 5,1990,m Northeast Nuclear Energy Company (NNECo) submitted to the NRC staff Revision 0 of the Core Operating Limits Report (COLR) for Cycle 11 of Millstone Unit No. 2.

Due to high Total Integrated Radial Peaking Factor ( phi') values currently being mea-sured in the Millstone Unit No. 2 reactor, analyses have been completed which increase the allowable FI limits. This increase in the allowable FJ limits was accommodated by restricting the control rod Power Dependent insertion Limit PDIL) at power levels great-er than 80% power. The higher than expected measured FI(values are being cause combination of underpredicted local peaking factors and a higher than expected azi-muthal power tilt.

Additional analyses are beiny performed to justify the higher FJ limits by restricting

.other parameters related to Fr . It is expected that these analyses will be comp;eted and the COLR will again be revised in January 1991.

In accordance with the Millstone Unit No. 2 Technical Specifications, Section 6.9.1.7.d, NNECo hereby submits Revision 1 to the Millstone Unit No. 2 COLR.
