Dear Sir:

This report provides the Authority's revised schedule and status for the FitzPatrick fire ,

protection post-startup items, as committed to Mr. L. H. Bettenhausen of the NRC. This information is included in the attached report. This report includes two tables. Table 1 summarizes the status of the post-startup items and Table 2 is'a month-by-month schedule for. l the open post-startup items.

There are 79 discrete post-startup items listed in this report. After'similar items are combined, l there are 41 post-startup items. During the week of March 8,1993 Mr. J. Caruso of the s Region I staff advised the Authority that he was recommending closure of 16 of these items ,

leaving 25 items open.

The Authority will make every effort to meet these schedules. The NRC will be promptly notified if, due to unforeseen events, these dates must be changed. The Authority recognizes -

that improvements in its planning and scheduling process are necessary. The Authority is. .

working towards improving how plans and schedules are prepared. ]

l ITEMS FROM NYPA FIRE PROTECTION IMPROVEMENT PROGRAM LETTER JPN-92-023 (Reference 1)

ITEM 1.3.2 - Modify and or install the Cable Tunnel Spray System. The engineering for this -

modification is complete. Construction is in progress.

STATUS (R. Salcedo,- F. Bloise) - In NYPA letter JPN-92-032 (June 26,1992) the Authority requested a temporary exemption for the West Cable Tunnel Spray System.

while the modifications on the East and West Cable Tunnels are being completed.

The NRC granted the exemption in an NRC letter dated September 10,1992. The modifications are scheduled to be completed by December 1993.

ITEM 1.5.2 - Modify ventilation / cooling in the RHRSW/ESW Pump Rooms and the West Diesel Fire Pump Room. The engineering for these modifications has been initiated.

STATUS (F. Bloise, S. Khor) - In NYPA letter JPNI 92-032 (June 26,1992) the .

Authority requested a temporary exemption on the ventilation / cooling in the .

RHRSW/ESW Pump Rooms and the Diesel Fire Pump Room with the modification teing completed prior to startup from the Reload 11/ Cycle 12 refueling outage, which is cuvently scheduled for the first quarter of 1995. The NRC granted the exemption in an NRC letter dated September 10,1992.

ITEM 1.6.3 - Perfcrm a discharge or an acceptable NFPA Code test on the Relay Room CO 2 system.

s STATUS (F. Bloise, G. Caccavale) - In NYPA letter JPN-92-077 (December 24,1992) the Authority provided an action plan for the Relay Room carbon dioxide system.  ;

Modification M1-92-377 and the discharge test is scheduled to be cornpleted prior to startup from the Reload 11/ Cycle 12 refueling outage, which is currently scheduled for -

the first quarter of 1995.

ITEM 2.1.1 - Perform a design basis reconstitution of the Fire Protection Program and Systems. j STATUS (A. Ettlinger) - This item consists of the development _ of the Fire Protection Design Basis Document (DBD). The DBD is 50% done and scheduled to be completed by July 1993.

ITEM 2.1.2 - Address compliance and document deviations to the NFPA codes of the Fire Protection Program and Systems.

STATUS (F. Bloise, S. Wilkie) - This task, which includes the NFPA Code Compliance Walkdown, is 10% done. Work has been initiated, mobilization is complete _and ,

document review is underway. This task will include reviewing the sprinkler protection provided in the old Maintenance Shop area on El. 272'0" of the Turbine Building Track .

Bay Area (NRC IR 92-80, 2.5.5, p 61) and reviewing the thermal detectors located on vertical wall surfaces that activate the stairwell water curtains in the Reactor Building (NRC IR 92-80, @ 2.5.5, p 61). Scheduled to be completed February 1994.'

ITEM 2.2.1 - Implement newly purchased cable and raceway management software, including Appendix R module.

STATUS (F. Bloise) - Software and module currently resides at NYPA contractor EPM.

EPM processes affected modifications and the module is updated as necessary.

NYPA is scheduled to assume control of the software and the module by August 1993.

ITEM 2.2.2 - Revise and update the Fire Hazards Analysis.

STATUS (F. Bloise) - Procedures under development. Scheduled completion December 1993.

ITEM 2.2.3 - Consolidate the existing fire protection elements into a single comprehensive Fire Protection Program, develop a Fire Protection Program Plan and, if necessary, develop an action plan to resolve any findings.

STATUS (F. Bloise) - The development of the Fire Protection Program Plan is scheduled to be completed in June 1993 and the consolidation, which includes updating the Fire Protection Reference Manual, is scheduled to be completed by August 1993. If necessary, an action plan will be developed in parallel to resolve any findings.

ITEM 2.2.4 - Perform a Pre-Fire Plan upgrade which includes development of Operations and Activity Pre-Fire Plans.

STATUS (F. Bloise) - A Fire Protection Engineering Standard is under review.

Scheduled completion of the Pre-Fire Plans is September 1993.

ITEM 2.3.1 - Review and, if necessary, update fire protection surveillance test program including tests for doors, dampers and seals, taking into account ALARA concerns.

STATUS (F. Bloise, S. Wilkie) - Surveillance Test Procedures (STs) will be reviewed during the NFPA Code Compliance Wa!kdown (see ! tem 2.1.2). If necessary, the STs will be revised subsequent to the walkdown. Scheduled completion April 1994.

ITEM 2.3.2 - Improve training of design engineers dealing with fire protection issues.

STATUS (F. Bloise) - Specific guidance from the Fire Protection Engineers, on-the-job training and procedure revisions have been implemented. Training modules and i lesson plans have been developed and are under review. General training for j engineers and specialized training for Fire Protection Engineers is scheduled to be l completed by September 1993.

ITEM 2.3.3 [ CLOSED - J. Caruso 3/11/93] - Evaluate the noise levels of the evacuation alarm and the fire alarm in the Control Rcom and their impact on Control Room communications.

STATUS (T. Ambrose) - Completed. Closed in NRC IR 92-11 ($ 2.4, p 4).  ;

ITEM 2.3.5 - Modification or upgrade of operable dampers not installed per an acceptable configuration STATUS (V. Kapur, R. Drake) - Completion is scheduled prior to startup from the Reload 11/ Cycle 12 refueling outage, which is currently scheduled for the first quarter of 1995.

ITEM 2.3.6 (CLOSED - J. Caruso 3/11/93] - Improve labeling on the safe /altemate shutdown panels as part of the overalllabeling program.

STATUS (K. Moody) - Completed.

ITEM 2.3.7 - Evaluate the configuration and necessity of the intake structure deicing heaters and, if necessary, modify the heater circuitry.

STATUS (B. Young)- Complete. LER 91-032-01 (" Intake Heaters Potentially inoperable Due To Control Room Fire") was issued with NYPA letter, H. P. Salmon, Jr., to the USNRC, dated May 1,1993 (JAFP-93-0261). This LER concludes that the heaters are not necessary to maintain safe shutdown.

ITEM 2.3.8 - The Fire Protection Program Manager is tracking, resolving and closing the open items from the QA Audits of the Fire Protection and Prevention Program.

STATUS (F. Bloise, G. Tasick) - Many of these items will be addressed during the NFPA Code Compliance Watkdown (see item 2.1.2). Scheduled completion by February 1994, 1

and operation when a representative copy of the applicable procedure is readable at I arms length in the immediate vicinity of the equipment.

Access /Earess - the route has adequate illumination for the operator to pass safely.

a STATUS (J. Erkan, F. Bloise) - This item is related to NRC Inspection item 92-80-06B and item 1.3.2 of NYPA letter JPN-92-023. In NYPA letter JPN-92-032 (June 26, '

1992) the Authority requested a temporary exemption for the West Cable Tunnel Spray System while the modifications on the East and West Cable Tunnels are being completed. The NRC granted the exemption in an NRC letter dated -

September 10,1992. This item will remain open until the modification is completed.

The modifications are scheduled to be completed by December 1993.

STATUS (G. Hofer) - Complete. The assessment transmitted to the NRC via NYPA letter JPN-93-027, dated April 12,1993. The assessment concluded that not implementing the recommendations of Generic Letter 86-10 would not have resulted in an inability to safely shutdown the plant. .

Increase the processing of the combustible material to reduce the quantity to an acceptable level. Assess alternate storage options for combustible materials outside the power block, and review the possibility of providing a _" cut-off room' for the storage of combustible materials.

STATUS (F. Bloise, W. Hendrick) - The issuance of the drawings and the update of the surveillance procedures are scheduled to be completed by July 1993. The assessment of Altemate Shutdown Panel 25 ASP-2 has been completed. The assessment, which is discussed in NYPA memo NED AJB-93-097, dated April 20,1993, concludes that the panel meets the requirements of Appendix R, is adequately accessible considering its limited use during an Appendix R event and no further modifications to the panel are necessary.

ITEM D - Assess the need for band indicators for such readings as motor speed, generator frequency, etc. for meters on EDG B and D control panels opposite the remote shutdown panel 25 ASP-3 in the North EDG Switchgear Room. (
