Dear Sir:

4 The Authority completed a discharge test of the CO, System in the Relay >

Room. This system was declared inoperable because the concentration of CO, _

in the Relay Room did not reach the required concentration during the test. This -

was due to inadequate venting of the Relay Room.

An action plan was developed which describes the various tasks that will be performed in order to restore the system to operable status, it includes the e information which the Authority is required to submit by Technical Specification

3.12.C.2. This action plan is provided as Attachment 1.

Specifically, the following will be added to the System Description Section. When tie CD, Systes la the Relay Roon is actuated the Ventilation System is aetomatically secured. Air Hand 1tng linits Anti-12A, A_5fJ-lZB and Exhaust ran FM-3A are secured and tielt associated daepers close (70MDD-1014. FDHCD-IDIB and 7DMDD-102A respectively). Exhaust Fan FR-138 Is also secured but its associated damper (70MDD-1028) remains energfred (OPEN) maintaining a vent path.

O IJpdate surveillance test to adequstely test C. Jones /V. Hendrick * . A portion cf ST-TGJ21. " Smoke and Heat Detector Functfenal Tests- 12/23/92 logic Relay Roars", tests the Ventilation /CU, systese logic interlock.

It has become apparent that this test does not adentrately test the logic interlock. Ihe deficiencies have been identifled and 4 the procedure will be updated prior to next perfomance of test. ' 1 Page 4 of 5
