APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission (NRC), the Power Authority of the State of New York, as holder of Facility Operating License No. DPR-59, hereby applies for an Amendment to the Technical Specifications contained in Appendix A of this license.

This proposed change to the James A. FitzPatrick Technical Specifications seeks to amend the Section 4.7.A to the Operating License relating to primary containment airlocks test requirements.

The proposed change is prompted by the Commission's amendment to 10CFR50, Appendix J regarding leak testing of containment building air locks, effective October 22, 1980.

The proposed change to the Technical Specifications are presented in Attachment I to this Application. The Safety Evaluation is included in Attachment II.
