Relating to Primary Containment Airlock Test Requirements
Dear Sir:
Enclosed for filing are thrae (3) signed originals and nineteen (19) copies of a document entitled, " Application for Amendment to Operating License", together with forty (40) copies of the proposed changes to the Technical Specifications and the associated Safety Evaluation.
This application seeks to amend Section 4.7.A of Appendix A to the Operating License. The proposed change reflects the Commissions' October 22, 1980 change to 10CFR 50, Appendix J, regarding leak testing of containment building air locks. The proposed change is shown in Attachment I to the enclosed Amendment Application and should permit greater flexibility for leak testing of the airlocks at FitzPatrick during frequent use. The associated safety evaluation is given in Attachment II to the Amendment Application.
The Authority has classified this application for amendment to the operating lit anse as Class III. Enclosed is a check in the amount of $4,000 as the filing fee per 10CFR170, which the Authority pays under protest pending a final determination of the legality of the fee schedule.
