I enjoyed the opportunity of discussing aspects of Trojan design with yeu yesterday. This letter responds to your request for details of my analysis of wind speeds at Trojan. Your request is most appreciated.

Clearly, safety at Trojan is enhanced by full and open review of the technical basis for alI relevant arguments. Thus, I would like to make it as clear as possible what I have done and why.

If you have any further questions, I will be more than pleased to respond as rapidly as possible.

My ref erence for the matter is H.C.S. Thom's "New Distribution of Extrane Winds in the United States" ( ASCE Environmental Engineering Conf erence, Dal las, Texas, February 6-9, 1967, ESSA Reprint, December 1967).

In order to make the disagreements as clear as possible, I have recopied the two lines on the Fig. 6 probability paper which you provided yesterday.

I have labelled the two lines which PGE provided as "PGE--

KNOXVI LLE" and "PGE--Port land".

! have placed points and two circles on these lines as in yeir original, to the best of my ability. The two circled points appear to be at 60 mph for the 2-year event and at 100 mph for the 100-year event, for Portland.

Then, I marked in the values I had used for Portland.

I also listed the values and their ref erences on the lef t side of the graph.

I connected these values with a straight line and labelled it "BUSKE--Portland".

It is apparent that we have dif f erent curves for Portland. As your curve only has two points, it appears that the disagreement f alls with the 2-year event.

Is the 2-year wind speed for Portland 51 mph or 60 mph?

Since this is so critical, I copicd Fig. I from Thom onto the top of the fol lowing page.

That is my reference for 51 mph.

In the spirit of this review of techniques, would you please provide your reference for 60 mph?
