Dear Mr. Clark:

NUREG-0737, Item I.A.1.3 Shift Manning Requirements Omaha Public Power District's letter (LIC-82-250) dated July 1,1982 identified our schedule for meeting the subject requirements. At that time, the District expected to have two Senior Reactor Operators (SR0's) and two Reactor Operators (R0's) on shift by October 15, 1982. This schedule was predicated on two SRO trainees successfully completing SR0 examinations that were to be administered by the Commission's Operator Licensing Branch (0LB) during the week of September 6, 1982. The OLB examiners were delayed a week and these examinations were finally ad-ministered on September 16 and 17,1982.

During a recent telephone conversation between Mr. Patterson of the District and Mr. Tourigny of your staff, Mr. Tourigny indicated that the OLB would not have the two examinations graded prior to October 15, 1982 and expected that they could be graded by November 15, 1982 at the earliest. Accordingly, the District's schedule for meeting the subject requirements must be revised. Additionally, the Commission's proposed rule on shift staffing, as posted in the Federal Register dated August 30, 1982, would require operating licensees to meet the upgraded staffing requirements by January 1,1983. In light of the Commission's present l plans and allowing for further delays in the grading of our two SR0 examinations, the District's schedule for epgrading the Fort Calhoun Station shift staffing to meet the subject requirements is January 1, 1983.

The District would like to emphasize that the January 1,1983 schedule assumes that the two SRO trainees passed the examinations administered on September 16 and 17, 1982. These two SR0's are required to fulfill the shift manning requirements because, as detailed in the District's l letter dated July 1,1982, one of the existing eleven SR0's on shift is l

scheduled to retire in late 1982 and one of the new SR0's is expected to fill this SR0 vacancy, while the other will enable the District to place two SRO's on each of the six operating shifts. Maintaining six operating shifts is also highly desirable for the reasons identified in our July 1, 1982 letter. In the event one or both of the subject SR0 trainees do not pass the SR0 examination, the District would then be required to reauest a schedule extension beyond January 1, 1983 for fully meeting the shift manning requirements for all six shifts. This extension request would be consistent with the proposed rule on shift staffing which will permit extensions beyond January 1,1983 for good cause. The District's new schedule would then coincide with the success-ful qualification of two additional SR0 candidates who have recently ccmpleted SR0 training, but still have to perform the three months on shift as an extra man, as required by NUREG-0737, Item I.A.2.1. These two additional SR0 candidates could possibly take the SR0 examination in early 1983. The District placed the two additional SR0 candidates into training to provide the Fort Calhoun Statio with enouch qualified SR0's to meet future contingencies or unexpected !osses.
