SUBJECT:

Request to Reschedule the 1990 Ar.nual Emergency Exercise i i

Following the 1988 annual exercise Omaha Public Power District (OPPD) committed t to an upgrade of its Emergency Preparedness Program. Much effort has been 1 expended on this upgrade and OPPD is well on its way to meeting its goals. l OPPD has taken the following actions:

a Rewritten the Emergency Plan and received first round comments on the rewrite. The first draft of the Emergency Plan Implementing Procedures (EPIP) is almost complete with initial review scheduled to occur prior to the end of 1999.

e Conducted six drills in 1989, excluding the annual " graded" exercise.

t Drill scenarios are receiving thorough technical review to enhance event credibility.

There is considerable work to be completed before implementation of the  !

upgraded procedures can take place. Final procedure review must be completed, l classroom training conducted, and drills held to validate the new procedures.

In order to avoid conflict with 1990 refueling outage activities, much of the remaining work, especially training and drills, must be scheduled to take place after the outage. This outage is scheduled to begin in February 1990 and continue into May, while the 1990 Emergency Exercise is currently scheduled for July 1990. Implementation of the upgraded Emergency Plan and Procedures prior i to the scheduled July exercise is not considered feasible.

a, s l- o U. S. Nuclear Regulatory Commission LIC-89-927 Page 2 OPPD believes it would be a significant advantage to conduct its next emergency exercise following implementation of the en.ergency preparedness improvements.

As a result, OPPD requests that the 1990 exercise presently scheduled for the week of July 25, 1990 be rescheduled to the week of November 11, 1990. This schedule will allow OPPD to implement the new Emergency Response Plan, Organization and Implementing Procedures prior to the exercise, giving the NRC the opportunity to evaluate program improvements. Discussions held with NRC Region IV concerning this issue have indicated agreement with conducting the drill after OPPD has completed its planned enhancements.

In order to avoid conflict with the planned Fall 1991 Refueling Outage, this request to reschedule the 1990 exercise would not be expected to affect the schedule for the following exercise. This rescheduling request is related to items 13 and 14 of OPPD's Safety Enhancement Program (Reference 2) which involve emergency preparedness plans, procedures and training. OPPD will update these items in an upcoming Safety Enhancement Program Monthly Status Report.
