Dear Mr. Seyfrit:

The Co==ission's Me:crandu= and Order, dated May 23, 1960, directed that replacement parts shall be qualified to NURIG-0568 Category I.

Clarification by the staff in Supple =ent No. 2 to IE 3ulletin 79-013 restated the same infor:ation. Tne District takes exception to the requirement co upgrade our qualified equipment to 3'uTtEG-0568 Category I.

It is the District's position that the qualification of equipment identified in the District's respense to 2 3ulletin 79-013, dated October 31, 1980, except for equipment identified by Licensee Event Reports, is more than adequate to insure reactor safety. The District maintains that direct, in kind (same make and 20 del number) replacement of failed equipment vill insure a high level of safety.

To maintain the present level of safety, the District plans to ad=inistratively control Maintenance Orders to insure a replacement is en a direct, in kind basis. Should a direct replacement be unavailable, the present District raintenarce procedures require that an '--ad4 ate Engineering Ivaluation be perfor ed. This requires the District to evaluate any installation of other than in kind replacements and vill insure that the level of safety, as identified in our response to 2 3ulletin 79-013, vill always be net.

It should also be noted that any rebuilding or repair of a 002-conent by the use of subecmpenents vill be done only with direct re-
