Foxboro Transmitters Mr. Glen Madsen was called in order to provide Region IV with a i

report on the District's activities and corrective actions regarding Foxboro transmitters, as identified in the letter from the Foxboro Com1any dated March 12, 1981. This call also followed up on previous calls of March 20 and April 10, 1981, to Mr. Madsen on the same subject.

Mr. Madsen was informed that the plant was shutdown over the weekend and all safety related Foxboro transmitters in the containment building were inspected. There were 29 transmitters involved. The inspection revealed that 6 transmitters were acceptable in the "as found" condition, 8 contained capacitors with the potential problem identified in the Foxboro letter, and 15 transmitters potentially had poor insulation, as discussed in the Foxboro letter. It was reported that no transmitters had both problems. It was also pointed out to Mr.

Madsen that 2 of the 8 transmitters with potential capacitor problems were not identified in the letter from Foxboro indicating installation-at the Fort Calhoun Station. New replacement parts were installed.

Mr. Madsen informed us that there is an IE Circular coming out on this Foxboro transmitter problem. He reviewed with us the contents of that circular, and he determined that we had satisfied the requirements of that circular. Mr. Madsen stated that, based on our actions, we were well ahead of the schedule given in the circular and indicated that our corrective actions were proper and timely.

j I reminded Mr. Madsen of the previous telephone conversations on i

this issue between OPPD and his office and requested clarification regarding additional reporting requirements. Mr. Madsen stated that a Licensee Evest Report, in accordance with the req iu rements of our Technical Specifications, would be in order. He stated that the NRC had received the Part 21 notification from Foxboro and there was no re-quirement for any Part 21 reporting on the District's part.
