Dear Sir:

The following is in response to your letter of November 4,1980 to Mr. Charles Goodwin, Jr. of Portland General Electric.

As stated in " Licensee's Response to NRC Staff's Motion for Clarifi-cation" dated July 29, 1980, PGE does intend to amend the FSAR to incorporate a description of the modified Control-Auxiliary-Fuel Building Complex (Complex), the analytical methods and acceptance criteria for the modified Complex, and appropriate commitments relative to design and analysis of the Complex. In addition to information on the Control Building modification, the amendment will include masonry wall design criteria. We will submit that amendment to you on or before May 25, 1981.

It is PGE's intent to have completed prior to July 25, 1981 necessary work to deuonstrate full 0.15g OBE wall qualifications. During that work, masonry walls will be upgraded, where necessary, to meet the evalu-ation criteria attached to my letter of October 23, 1980. Upon comple-tion of the work, any additional commitments relative to the 0.08g shutdown level of License Condition 2.C.(10)(b)(ii) solely for the LER 79-15 " wall problem" would be moot. However, if necessary wall improve-ments have not been completed prior to expiration of License Condition 2.C.(10), and in the event that an earthquake occurs that exceeds facility criteria for a 0.08g peak ground acceleration at the Plant site, the l

Included were out-of-plane criteria derived from LER 79-15 criteria discussed in your SER supplement and in plane criteria derived from documents filed in the Control Building proceeding, and as such, Attachment I to the October 23 letter reflects the level and type of detail intended to be included in the FSAR amendment discussed above.
