Dear Mr. Keppler:

This is in response to IE Bulletin 80-08 da+ed April 7,1980.

Northern .ndiana Public Service Company's (NIPSCO's) Bailly Gen-erating Station Nuclear 1 (BGSN-1) construction is less than one per cent complete. Due to delays in the NRC completion of its review of BGSN-1 pile foundation, construction as well as engineering on BGSN-1 has been halted for nearly three (3) years. Therefore, NIPSCO is unable to respond to this IE Bulletin at this time. We will, however, respond to it as soon as practicable following resumption of engineering and construction on BGSN-1, or by January 4,1982.
