Dear Chairman Hendrie:

DO NOT ALLOW BUILDING OF THE BAILLY NUCLEAR PLANT!

It is contemptuous to disregard the advise of your regional director, James G. Keppler who made public a letter to your office.

It stated "THE BAILLY SITE HAS FAILED ALL EIGHT NRC SITING AND POPULATION CRITERIA."

Bailly is located next to Gary and within 30 miles of Chicago, .

It is immediately next to the huge new Bethlehem Steel Plant.

It is adjacent to the Indiana Dunes National Lakeshore. g 4 /

It sits only: gj g$ 'S 1,000 feet from six oil tanks with a 31 million gallon capacity, gg O

-o cg 400 feet from a 450,000 gallon feul oil tank, P.' ph -

200 feet from a 16 inch natural gas pipeline and \9 p $p#- 9 150 feet from a 10-inch gas pipeline.

A fire in any of these installations vo uld necessitate the immediate evacuation of the Bailly plant itself, resulting in a loss of control over the reactor.

Evacuation from that area is impossible.

The roads are narrow, winding with impossible egress.

Issuing a license which endangers millions of people N shows contempt for human life.
