Responsive to NRC Generic Letter 81-01, please be advised that Northern Indiana Public Service Company (NIPSCO) is committed to compliance with Regulatory Guides 1. 58 and 1.146 for Bailly Generating Station Nucleir 1 (BGSN-1) as follows: ,

1. The NIPSCO Quality Assurance Manual for BGSN-1 commits to compliance with Regulatory Guide 1. 58 without modification. Th( refo re , NIPSCO currently is committed to reguls cory positions C. 5, 6, 7, 8 and 10 of Regulatory Guide ! . 58.

2. Since June of 1978, NIPSCO has used the requirements of ANSI N45. 2. 23 for the qualification of audit person-nel for the BGSN-1 project. We have reviewed the endorsement of ANSI Standard N45. 2. 23 contained in Regulatory Guide 1.146 and take no exception thereto.
