A fire in any of these installations e uld necessitate the immediate evacuation of the Bailly plant itself, resulting in a loss of control over the reactor.

Evacuation from that area is impossible.

The roads are narrow, winding with impossible egress.

Issuing a license which endangers millions of people shows contempt for human life.
