On June 24, 1982 a Notice of Reconstitution of the Board, dated June 18, 1982, substituting Dr. McCollum for Dr. Leeds and signed by the Chief Administrative Judge of the Atomic Safety and Licensing Board Panel was served. Any question about the existence of the Board is now eliminated.

Because Dr. McCollum was not previously served, for convenience we are enclosing copies of the Application for Award of Fees and Expenses Under the Equal Access to Justice Act (and attached affidavits of Robert J. Vollen, Jane M.

Whicher and Robert L. Graham), and Memorandum of Law in Support of Application for Award of Fees and Expenses Under the Equal Access to Justice Act with the copy of this letter which is being sent to him.
