Dear Mr. Eisenhut:

The Omaha Public Power District received the Commission's letter dated April 10, 1980, requesting Technical Specification changes to clarify the use of the term 0PERABLE and to provide action requirements for its application. In reviewing the model Technical Specifications attached to the Commission's letter, it was determined that extensive changes to the Fort Calhoun Technical Specifications will be required.

This is because, unlike the Standard Technical Specifications, many of Fort Calhoun's existing Limiting Conditions for Operation (LC0's) do not have modifying action statements. In these cases, the requirement to place the plant in HOT STANDBY when outside the bounds of an LC0 may be overly restrictive. Accordingly, the District will review existing specifications and, where justification exists, action requirements will be added to these LCO's. These changes will be submitted to the Com-mission by July 31, 1980.

The District also maintains that the required one hour time limit for placing the plant in HOT STANDBY may not be a safe practice under all conditions because the potential for a transient is increased. In situations where a system needed to limit a transient is inoperable, the potential for transients should be minimized by a more controlled shutdown. These concerns will be evaluated in responding to your April 10, 1980, letter.
