Dear Sir:

We have received the NRC meeting report dated May 17, 1979, prepared by A. R. Marchese. This report summarizes meetings held on May 7-8, 1979, between representatives of Offshore Power Systems, the NRC Staff, Brookhaven National Laboratory, Aerospace Corp., and Harbison-Walker Refractories.

On Pages 8 and 9, it is stated that Offshore Power Systems requested a more definitive criterion for riverine and estuarine sites. In the core ladle report (Topical Report No. 36A59) and in PDR Amendment 27, we have proposed an acceptance criterion which .:a believe to be adequately definitive and wbch will provide assurance that liquid pathway risks from an FNP sited at riverine and estuarine sites will be comparable to those reported in NUREG-0440 and NUREG-0502 for land-based plants similarly sited. Only in the event that the Staff disagrees with our proposal do we request further discussion and guidance.
