March 19,1979 Mr. Robert L. Baer, Chief Light Water Reactors Branch No. 2 Division of Project Management U.S. Nuclear Regulatory Commission 7920 Norfolk Avenue Bethesda, Maryland 20852

Dear Mr. Baer:

P. B. H a ga M "M- RE: DOCKET N0. STN 50-437; 0FFSH0RE POWER m"n tuuio s& t" " " SYSTEMS MANAGEMENT CHANGES This letter is to inform you of the current status of the Product Assurance organization of Offshore Power Systems (OPS). OPS is actively engaged in licensing and marketing the Floating Nuclear Plant (FNP). Our goals are to obtain the manufacturing license from the Nuclear Regulatory Commission as expeditiously as possible and to secure one or more customers. The engineering effort during this period is to assure that the FNP design is kept current and to maintain the manufact'aring facility in a state of readiness.

Under the present status of OPS, the Product Assurance function has been reorganized under Dr. John Nutant who will report to me. Dr. Nutant has a doctorate in engineering and has been with OPS since its inception. He has been with the Westinghouse organization for 12 years in various engineering assignments. Under his direction, Product Assurance will be a core organization which will be capable of expansion to the appropriate structure as described in Chapter 17 of our Plant Design Report. This expansion will be implemented subsequent to obtaining a manufacturing license and securing a customer.

I have attached our present organization chart to indicate the status of Product Assurance during this interim period.

Should you have any questions regarding this matter, please contact me or Dr. Nutant at your convenience.

Sin rely,
