Dear Mr. Denton:

Offshore Power Systems was pleased to attend your June 13, 1979, meeting concerning utilization of Staff personnel to complete reviews of applications for Operating Licenses and Construction Pennits and our application for a Manu-facturing License.

We understand from the meeting that it is your intent to continue the effort necessary to complete the licensing review for the Manufacturing License for Floating Nuclear Plants. As indicated by the discussion below of the remaining review items for the Staff, the necessary Staff effort for this task does not require a major commitment of resources.

SER Supplement We understand that the remaining review items for the Staff are:

1. Core Ladle - OPS has submitted a Core Ladle Design and Safety Evaluation Report and an amendment to the Plant Design Report. Meetings have been held with Staff members and the design report has been amended to incorporate Staff coments. We believe that only some review by the Structural Engineering Branch remains. That review could be accomplished most efficiently if personnel with past FNP experience, such as 1 Hoffmier, who are familiar with structural features of the Floating Nuclear Plant, could be utilized for what we believe to be a short time.

2. Emergency Core Cooling Systems /UHI - All Staff questions have been answered. We understand that only the response to one question submitted on the McGuire application remains to be reviewed by the Staff to complete the FNP review.

ACRS Completion of the final SER supplement (see above) should provide all necessary information for the final ACRS meeting prior to issuance of a Manufacturing License.

ASLB. Hearings Hearings have been completed on all existing contentions.

Because appropriate Staff personnel were unable to attend the last hearing session a number of written Board questions were not addressed by the Staff. Written answers to these questions were to have been supplied to the Board by May 21, 1979. We have met with and provided oral information to the Staff regarding one of the Board questions and will supply written information by July 13, 1979, as requested by the Staff. We understand that the Staff requires no further infonnation from Offshore Power Systems to respond to the remaining Board questions.

We understand from Mr. Schinki's letter of June 13,~1979, to the Board that the Staff intends to file Proposed Partial Findings of Fact by August 10, 1979, with respect to matters already heard.

The only other remaining action required of your Staff for the hearings concerns an item related to potential effects of turbir:e missiles. In a letter to the Board dated December 22, 1978, Mr. Stephen M. Schinki indicated that the Staff is examining an EPRI test report to determine what effect, if any, the report has on the conclusions reached in Staff testimony.

We believe the above discussion shows that a small but timely application of Staff resources would allow expeditious 2314 164

Completion of the review is important to Offshore Power Systems, and we request that you assign appropriate personnel to complete the few remaining action items.
