PREFACE This listing consists of publications issued oy the U.S. Nuclear Regulatory Commission (NRC) in 1978. With this 1978 cumulation, NRC will cease issuing its Publications List. It will be replaced by NRC's Title List of Documents Made Publicly Available (NUREG-0540), which will be issued monthly, and which is available for sale from the National Technical Infor-mation Service, Springfield, VA 22161. Copies for January-April 1979 are currently available at NTIS.

NRC Report Codes The U.S. Nuclear Regulatory Commission has used several different report codes during the period since its inception in 1975. The earliest were:

r NR-DOR-XXX and NUREG-75/XXXX The NR designation was used for internal and inforaal docuinents that were not available at the National Technical Information Service (NTIS). The lettert following the NR were inter-nal division codes. The NUREG designation indicated that the document was NRC-approved for general availability and could be obtained from NTIS. Late in 1975 the NUREG number suffix was changed to eliminate the year and the formal report designation became NUREG-XXXX This designation is currently used for all NRC internally generated format documents made publicly available by standard distribution lists and for acquisition at NTIS.

The NR designation has been replaced with a computer generated accession number.

This accession number is used for both internal and contractor generated interim (preliminary) documents that are not widely distributed externally but are available to the public at the NRC Puolic Document Room. These documents frequently have secondary report numbers assigned by the contractor.

A memorandum of understanding with the Department of Energy authorized a further change in report designations in February 1978. This followed issuance of new instructions to all NRC contractors in January 1978 in the form of NRC Manual Chapter 3202, " Publication of Un-classified Regulatory and Technical Documents Prepared by NRC Contractors, Including Reports Prepared Under or Pursuant to Interagency Agreements." This Manual Chapter, which is avail-able (free) upon request from NRC's Division of Technical Information and Document Control, specifies that the contractor prepared formal documents will carry the NRC-controlled designation.

NUREG/CR-XXXX as the prime code, and that the contractor's code may appear below the NUREG designation.

This type of identification replaces the former uncontrolled use of contractor-established codes such as ORNL/NUREG/TM-XXX TREE-NUREG-XXXX as well as various other numbers that could not be correlated with NRC sponsorship of the work being reported. Such contractor report codes may be indicated below the NUREG/CR-XXXX number in the future if the contractor so desires.

In addition to the NUREG and NUREG/CR codes, the following code is'now being used:

NUREG/CP for conference proceedings All of these report codes are controlled and assigned by the NRC Division of Technical Informution and Document Control.
