You will recall that in October 1974, we startea on a prograra to upcate tne reporting requirexnts spect riec in tne technical specifications of power reactor licensees. Inis program was bro;gnt about in part oy tne Energy Reorgani-Zat1Cn Act of 1974 Section ZUd, WhiCd requires that Certain information aaout aonormal occurrences be reported quarterly to Congress and disseminatec to tne ;,uolic. A regulatory guice was prepared unich toentified tne required repcrts, oath rcutine and non-routine, and aescrioed the neeced infor:1ation.

In our letter to you whicn issueo tecnnical specifications in conformance witn tne regulatory guide,.se requested tnat you use the format presented in tne guice and tne instructions found in " Instructions for Preparation of Jata Entry Sneats for Licensee Event Report (LER) File', 00E-SS-uul, Octooer 1;74.
Tne format for tne Licensee Event Report has been modified to mare tne LEds inore useful for evaluation purposes.
In addition, new instructions for completing tne LER have been prepared and may be founa in
- Instructions for Preparation of Data Entry Sheets for Licensee Evant Report (LER) File" NUREG-0161, July 1977. Two copies of this new instructton manual are enclosed for your future use. For additional coples of tne instruction manual or blank LER forms, please contact our utrector of cianagement Information and Program Control.

Ine new instruction manual cci tains a facsimile of the revised LER and instructions wnica are very similar to those presertly being used.
One difference is tnat in adottion to the filied in LER form, we request that you provide a complete narrative report of the event for all 14 day follow-up reports. The narrative report snould contain suf ficient information to permit full understanding and enable a safety assessiaent of the event to be hiace. For tne 30 day report, a well written LER within the space limitations of tne LER may oe acequate.
Therefore, we request tnat you review the enclosed instruction manual and make plans to use the revise,1 form and instructions starting with tr.e first repcrtaole occurrence after Septer:ber 30, 1977. If you do not anticipate being aDie to use tne revised form, please notify us witnin 30 cays and your reasons therefore.
