Dear Mr. Falls:
Thank you for your letter of January 9,1979, to Chairman Hendrie in which you requested renewed study and consideration of the Passive Containment System. Our position on reviewing the Passive Containment System has not changed from that described in a letter to you from R. DiSalvo on May 30, 1978.
There we indicated that other concepts to improve safety marit higher priority for allocation of the limited resources available for performing the research described in NUREG-0438. Unfortunately, progress in implementing even the highest priority programs has been slow.
Further-more, we have identified no basis for changing our priorities at this time. Therefore, I do not currently anticipate an NRC-initiated review of the PCS prior to the end of calendar year 1980.
I noted with interest, however, that Gilbert Associates is in';estigating the engineering aspects of the PCS.
I would appreciate being kept informed of the results of that investigation and of any follow-on studies.
