A.

The Commission discussed the recommendations of the TMI-2 Lessons Learned

. Task Force contained in NUREG 0585, and requested that:

1.

clarifkation be provided regarding the legal liabilities of the individual required to certify the competence of utility operations personnel under recommendation 1.1 of NUREG 0585.,

2.

implementation of the requirement in SECY-79-330E for using similators for drills requiring the physical manipulation of reactor controls be consistent with the intent of recommendation 1.3 of NUREG 0585 that shift crews, rather than licensed operators only, participate in such drills; and 3.

consideration be given to the conduct of in-plant drills during operation of the reactor as a contingency planning mechanism, and whether NRC inspectors should be authorized to initiate '

such drills.

The Comission did not complete its review of the Task Force recomendations and indicated that a further meeting on NUREG 0585 should be scheduled at an early date.
