The Commission

• met and discussed the revisions to 10 CFR Part 51 described in the subject paper, and. requested that staff provide a more detailed explanation on the estimated agency resource requirements associated with implementation of the proposed rule as written, and as it would be without the proposed categorical exclusions.

The Commission also requested that the proposed statement of considerations be modified to reflect the resource impact of the proposed regulations on the NRC.

In response to a question asked by Commissioner Kennedy, OGC noted that it would provide an explanation as to why certain provisions of CEQ's regulations are proposed for blanket endorsement in the proposed rule rather than being regulations.

In addition, Commissioner Ahearne noted that he would be providing staff with specific questions on this paper in the near future.

The Commission further requested that. staff circulate to the Commission any changes to the proposed rules which may result from the above actions.
