STAFF REQUIREMENTS - DISCUSSION OF RADI0 ACTIVELY CONTAMINATED WATER AT THREE MILE ISLAND AND RELATED SUBJECTS (EPICOR II)

The Comission discussed the proposed use of EPICOR II at Three Mile Island Unit 2, and the solidification of radioactive wastes there.

The Commission requested:

that OGC provide a legal assessment of the various options for Commission action in these matters; (OGC) (SECY Suspense: 10/9/79) 2.

that the staff be prepared to address the points raised in the

that the Office of the Secretary schedule two briefings on this subject, '

• 3 one to discuss with the staff the comments on the Environmental Assessment, and the other to discuss with OGC the legal aspects of EPICOR II use at Three Mile Island.

(Subsequently, the briefings were scheduled for 10/10/79).

an analysis of whether each step in the proposed decontamination process can be considered separately in the legal process, or whether the process must be considered all at once.
