The Comission, by a vote of B-0, approved issuance of changes to 10 CFR Part 71, as revised, to require that shipments of radioactive materials by NRC licensees be in accordance with Department of Transportation regulations. The rule change will be come effective 30 days af ter publication.

The Comission recuested that:

In taking this action, the Commission also discussed the necessity to augment staff resources to carry out inspections of nuclear waste generators, collectors and si/ppers.
By a vote of 4-1,* the Cor: mission approved:
C:missioner Ahearne, agreed with the general approach for inspecting nuclear waste generators, collectors and shippers, but would have preferred to reduce the staff positions allocated for the program from 11 to 8, and to apply any necessary reductions in inspections to small shippers and the amount of time being spent at disposal facilities, or a combination of the two.
