Inspectors: M. Greenleaf (Lead), B. Collins, and M. Riley The purpose of this letter is to notify you that three inspectors from Region II will conduct an inspection at your site in accordance with Inspection Procedure 71111.21N, Design Bases Assurance Inspection (Programs), Attachment 1, Environmental Qualification under 10 CFR 50.49 Programs, Processes, and Procedures. This is not considered a team inspection.

The inspection will evaluate the implementation of the Catawba Nuclear Stations equipment environmental qualification (EQ) program, as required by 10 CFR 50.49, and the Catawba Nuclear Station Units 1 & 2 Operating Licenses. The inspectors will select samples of components that could be subjected to harsh environments before or during the mitigation of selected design basis accidents.

On September 30, 2019, Dr. Michael Greenleaf, a Reactor Inspector from the NRCs Region II office, will begin the inspection with an information gathering visit to the site. The purpose of the visit is to become familiar with your EQ program and procedures. This will require meetings with members of your staff to discuss aspects of the program including the applicable regulatory commitments related to items such as regulations, regulatory guides, and industry standards. Additional information and documentation needed to support the inspection will be identified during the information gathering visit,.

The enclosure lists documents that are needed prior to the information gathering visit. Please provide the referenced information to the Region II Office by September 13, 2019. The inspectors will try to minimize your administrative burden by specifically identifying only those documents required for inspection preparation. The additional information should be provided to the inspectors in the Region II office by October 18, 2019. During the information gathering visit, Dr. Greenleaf will also discuss the following inspection support administrative details: (1) availability of knowledgeable plant engineering and licensing personnel to serve as points of contact during the inspection, (2) method of tracking inspector requests during the inspection, (3) licensee computer access, (4) working space, (5) arrangements for site access, and (6) other applicable information.

INFORMATION REQUEST FOR CATAWBA NUCLEAR STATION DESIGN BASES ASSURANCE INSPECTION (PROGRAMS)

(10 CFR 50.49 ENVIRONMENTAL QUALIFICATION PROGRAM IMPLEMENTATION)

Prior to the information gathering visit, please provide the information electronically in .pdf files, Excel, or other searchable format on CDROM (or FTP site, SharePoint, etc.). The CDROM (or website) should be indexed and hyperlinked to facilitate ease of use.

During this visit, we would like to identify the component samples for this inspection. Wed like to meet with PRA and Environmental Qualification specialists to discuss the upcoming EQ inspection and our sample selection process. Our objective for this pre-inspection visit is to understand the site EQ process for electrical and mechanical equipment, review applicable station records, and provide you with a list of candidate components (approximately 10) by the end of the week. Please reserve a room during the site visit. We request the room have a telephone, wireless internet access, and a licensee computer with access to procedures, corrective action program documents, and a printer.

Logistics:

Information gathering visit: 09/30/2019 - 10/04/2019 Onsite inspection weeks: 10/28/2019 - 11/01/2019, 11/18/2019 - 11/22/2019 Please schedule an Entrance meeting for around 2:00 p.m. on Monday September 30, 2019 (approximately 15 minutes). The date and time of the Exit meeting will be discussed at a later date. In addition, Id like to have a daily debrief with appropriate inspection support staff and any other interested members of your staff at a convenient time in the afternoons for both onsite inspection weeks (Time TBD, approximately 30 minutes).

We will need a conference room as workspace for the Inspectors. We will also need two rooms available for conducting interviews.

Please provide access to your computer system (preferably 3 accessible computers in our conference room), nearby printers, and Wi-Fi access.

During the information gathering visit, please provide info on (1) conference room location &

phone number, (2) cafeteria location/hours, and (3) engineering staff normal working hours.

Also, please let me know if there are any potential resource conflicts during our onsite week (Fridays off, EOP drills, management retreats) and well do our best to accommodate.

Please verify the status of access authorization and remaining requirements for unescorted access for each inspector. Please provide me with a list of exceptions, and I will take action to address them.

Info Request:

1. PRA listing of the most significant plant components sorted by Fussell-Vesely Importance (paper copy during information gathering visit)
2. PRA figure or listing of top ten risk significant systems (paper copy during information gathering visit)
3. A word-searchable UFSAR. If not available in a single file per unit, please ensure a collective table of contents is provided. Specifically identify which UFSAR sections address environmental (including seismic) qualification.
4. Word-searchable copies of each units Technical Specifications (TS), and Technical Requirements Manual (TRM).
5. NRC Safety Evaluation Report(s) associated with your sites environmental qualification including NRC TERs written by NRC contractor Franklin Research Center (FRC).
6. Docketed correspondence between the NRC and Catawba Nuclear Station in response to IEB 79-01B, FRC TERs, and NRC SERs for equipment qualification and 10 CFR 50.49.
7. Any previous inspection reports issued regarding Catawba Nuclear Station with respect to equipment qualification and 10 CFR 50.49.
8. Identify the various environmental qualification standards (including year, edition, or revision) that your site is committed to. Examples might include standards such as IEEE std 323-1974, 317, 334, 382, 385, 535, 573, RGs 1.40, 1.63, 1.73, 1.89, 1.131, 1.156, 1.158, 1.180, 1.211. This listing is often found in a chapter of the UFSAR or the site QA manual.
9. Equipment Qualification Master List (EQML)
10. Equipment qualification documentation files for a sample of electrical equipment listed on the EQML (e.g., transmitter, limit switch, motor, MOV actuator, cable, solenoid) (paper copy during information gathering visit)
11. Site (and corporate if applicable) procedures associated with the 10 CFR 50.49 EQ Program for electrical components
12. Plant drawings which indicate areas affected by high energy line breaks (paper copy during information gathering visit)
13. Licensee documents which show the maximum accident and maximum normal operating temperatures expected for areas in which components selected for inspection are located
14. Procedures for material storage and shelf life controls (paper copy during information gathering visit)
15. List of commercial grade dedication (CGD) evaluations performed, for which the dedicated parts have been issued for installation (parts issued since 09/30/2014) on EQ applications in the plant. Include CGD evaluation #, name of part, component ID # or description of the component the part was issued to repair, work order, and date issued or installed.
16. List of corrective action documents related to the EQ program or environmental qualification of components since 09/30/2014
17. List of modifications, repairs, or replacement of EQML components completed since 09/30/2014 including date completed
18. List of components removed from the EQ program since 09/30/1999
19. List of modifications, repairs, or replacements of containment penetrations and list of replacements of any motors on the EQML, including date completed
20. Any self-assessments or QA assessments of the EQ program (performed since 09/30/2014)
21. List and copy of all Emergency Operating Procedures
22. List of systems (system numbers/designators and corresponding names)

Information Gathering Visit Interview Request:

Please set interviews to discuss the following topics. Preferred timeframe is 09/30/2019 (1:00 pm to 4:30 pm) and 10/1/2019 - 10/02/2019 (8:30 AM to 4:30 PM) .

1. PRA contact to discuss info request items 1-2.
2. Representative(s) to discuss info request items 5, 7-9. This can be one person, several individuals at once, or several individuals meeting with us separately.
3. Representative to discuss how environmental qualification mandated maintenance elements are integrated into plant programs and procedures.
4. Representative to discuss site high energy line break (HELB) analyses, plant drawings, and assumptions (info request item 10).
5. Representative to discuss maintaining qualification for plant/equipment that has entered its period of extended operation.
6. Representative to discuss how info request items 14-15 were developed.
